Abstract

The average winning bid of €0.0531/kWh in Germany’s September 1, 2025, innovation tender was well below the €0.09/kWh ceiling, and even lower than the last round. This shows a consistent decline in winning bid prices since May 2024. (Photo Credit: TaiyangNews)

Key Takeaways

The innovation tender was oversubscribed more than 4 times with 2.18 GW in submitted bids

All 33 winning projects combine solar power with energy storage, totaling 490 MW capacity

Bavaria secured the largest share of awards, followed by Schleswig-Holstein and Brandenburg

The Federal Network Agency (Bundesnetzagentur) of Germany has published the results of the innovation tender that was more than 4 times oversubscribed against the offered capacity of 486 MW. The tender held on September 1, 2025, is for a combination of different renewable energy sources or renewable energy projects combined with energy storage.

It received 163 bids representing a combined 2.18 GW capacity, from which the agency picked 33 for the winning capacity of 490 MW. All of the awarded capacity comprises solar and storage facilities.

“The innovation tender continues to be heavily oversubscribed. The level of competition remains high,” said President of the Federal Network Agency, Klaus Müller.

The largest chunk of the winning capacity was, once again, awarded to Bavaria with 122 MW, followed by 54 MW in Schleswig-Holstein, and 51 MW in Brandenburg.

Winning bids ranged from €0.0479 to €0.0559 ($0.056 to $0.065)/kWh. The weighted average winning bid was determined as €0.0531 ($0.062)/kWh, significantly below the ceiling of €0.09/kWh and €0.0615/kW in the previous round held on May 1, 2025 (see Germany Awards 488 MW Solar & Storage In Innovation Tender).

The next innovation tender is scheduled to be held on May 1, 2026.
